Job Title: Senior Technical officer in charge of procurement
Grade: T2
Supervisor: Supervisor for Procurement Section
Location: HQ
Working Mode: Office
Purpose
A Senior Technical Officer is the top frontline, customer-facing operational staff. He/ she contributes to the achievement of operational or support objectives and targets by planning and carrying out individual work assignments aimed at verifying, inspecting and confirming internal or external customer?s compliance with legal obligations and administrative procedures.
Key duties and responsibilities
  1. Prepare and submit reports including recommendations to the direct supervisor.
  2. May lead and supervise other technical or support staff as established by management or requested by the supervisor.
  3. Prepare and the publish procurement plan,
  4. Prepare notices/ invitation for bids and Requests for Expression of Interest after approval
  5. Prepare bidding documents, request for proposals, consultant’s shortlists and other documents based on relevant procedures for the procurement of goods/ services, works and on consultant services,
  6. Prepare and publish tender documents as applicable under various procurement methods;
  7. Conduct the bidding and selection process, including pre-bid or pre-proposal meetings, clarifications, bid opening and etc.;
  8. Participate in evaluation of bids and the preparation of bid evaluation reports;
  9. Receives all procured goods for stock and non-stock items.
  10. Verify that requests to Procurement are in accordance to the approved Procurement Plan;
  11. Draft procurement contracts and follow-up contract signing process.
  12. Communicate the signed contracts to all relevant parties to provide contract visibility
  13. Participate in Contract monitoring and administration by ensuring that in close liaison with the Technical Departments that all procurement contracts are efficiently managed, monitored and timely exec
  14. Monitor and track contracts being processed, identify constraints/challenges/issues especially deviations from agreed procurement schedules and seek to resolve issues in a timely manner.
Required Academic Qualification
   Preferred Qualifications
  1. Bachelor’s Degree in management specialized in procurement, Purchasing, Logistics and Supply chain.

Purpose
Formulate HR policies and strategies through reviewed and improved people-data reporting provisions across RRA, delivering proactive information to line managers which informs business decisions; driving the transition of the people analytics capability from ad-hoc reporting into a predictive and trend-focused approach
Key duties and responsibilities
  1. Collect and present accurately people data to inform and direct business decisions, working with HR team members to improve data accuracy within HR Information Systems
  2. Develop methods to track return on investment for people related costs so that the RRA can track where to invest its staffing costs and HR processes/initiatives
  3. Develop and maintain people policies and strategies/plans and ensure that are aligned with RRA corporate strategy
  4. Monitor and report on regular basis the implementation of developed people polices and strategies/plans
Required Academic Qualification
   Preferred Qualifications
  1. Bachelor’s Degree in Business Administration (BBA) specialized in Human Resource Management or a recognised professional certification in Human Resource Management, such as CIPD or SPHRI

Job Title: Principal Technical Officer in charge of International Taxation Audit
Grade: T3
Supervisor: Superviser for International Taxation Audit
Location: HQ
Working Mode: Hybrid
Purpose
Principal Technical Officer in charge of International Taxation Audit contributes to the achievement of tax audit objectives and targets by planning and carrying out international taxation and transfer pricing audit assignments in accordance with legal obligations and tax audit procedures aimed at enhancing taxpayers’ compliance.
Key duties and responsibilities
  1. Plan for international taxation and transfer pricing audit assignments to ensure effectiveness and efficiency;
  2. Collect and organize data for tax audit assignments from internal and/or external sources and systems;
  3. Conduct analysis of data for international and transfer pricing tax audit to verify compliance with tax laws
  4. Conduct benchmark analysis for related party transactions to confirm whether they were transacted in respect to arm’s length principle;
  5. Conduct researches relating to international taxation and transfer pricing and come with reports and presentations;
  6. Carry out international taxation and transfer pricing audits and document evidences
  7. Prepare and submit to the supervisor tax audit reports including recommendations for tax compliance improvements;
  8. Conduct other technical assignments relating to international taxation and transfer pricing;
  9. Identify international taxation gaps and tax evasion schemes and suggest potential solutions, and ensure proper application of required tax laws.
