Tender Notice: Provision of Security guards services at Institute of Policy Analysis and Research- Rwanda (IPAR): (Deadline 15 May 2026)
- The Institute of Policy Analysis and Research- Rwanda (IPAR) wishes to put a portion of its funds towards hiring an eligible security service provider. The institute will apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.
- IPAR now solicits both technical and financial offers from eligible firms to provide the above services: More details on the services are provided in the terms of references (TORs).
- This Request for Proposal (RFP) is open to all interested firms fulfilling the requirements herein.
- Interested firms must possess the following in their technical proposal;
- Evidence of experience of at least 5 years in security services
- Should be able to demonstrate high level of accomplishment and integrity in security services;
- Trading license
- Valid RRA Non Clearance
- Valid Social Security certificate
- Should have enough security guards
- 3 Certificates of good completion from public or private institutions

Terms of Reference: PROVISION OF SECURITY GUARD SERVICES
- Background
The Institute of Policy Analysis and Research-Rwanda (IPAR-Rwanda) is an established independent policy research institute whose primary mandate is to conduct research and analysis leading to policy advice to the government, private sector and civil society in Rwanda. The Institute has multidisciplinary team of researchers and Research and its agenda focuses on cross cutting themes identified to address pressing policy research needs of the country.
- Objectives of the Assignment
The objective of the Security is:
- To keep the safety and security of IPAR Office Building 24h/7days.
- To guard IPAR Properties both in Offices, compound and in the surroundings from theft and other damages,
- Scope of assignment
The scope of the assignment is to ensure that the above objectives are met up to the standards and will include but not limited to such tasks as below;
- Daily daylight guarding of the main entrance from trespassing passengers into and from the building
- Night watching of the building 24/7
- Opening and closing of the main gate for IPAR and staff vehicles
- Installing an alarming system for cases of emergencies
- Compensate the client in case of theft of any equipment, material or item
- Deliverables
- A monthly report highlighting and briefing the client on the situation of security guard services as accepted by the client.
- Technical evaluation criteria:
- General Experience of the security firm in the field of security services………………/30 marks
– Adequacy of the work plan and the methodology proposed for the assignment……../40 marks
| – Qualifications and competence of the proposed guards to accomplish the assignment /30 marks:
– Bachelor’s degree, with 3yrs experience for the team leader:……../ 15 Marks |
– 2 years of experience for 3 security guards: ……/15 Marks
The Minimum technical score to pass is 70%.
N.B: The number of security guards needed:
Day: One(1) non-armed guard
Night: Two (2) non-armed guards.
