These tools support special projects and manage the end-to-end client journey, including client and account management, accounting, reporting, and operations & maintenance (O&M). The applications run on mixed architectures — some monolithic, others microservices-based — hosted across on-premises and cloud infrastructure, and are deployed by development teams through CI/CD pipelines. The QA Engineer designs and executes test strategies across this hybrid estate, embeds automated quality gates in the CI/CD process, and works closely with the Application Management and Service Management units, the IT Infrastructure unit, and the Database and Data Platform unit, to ensure that every release meets the Bank's functional, security, performance, and regulatory expectations before it reaches clients. Main Responsibilities of the Job

Duties and responsibilities shall include but not limited to:A. Test Strategy, Planning & Design

  • Define test strategies, test plans, and test cases for in-house applications covering client management, accounting, reporting, and O&M workflows.
  • Analyze business and technical requirements with developers, business analysts, and project teams to ensure testability and full requirement coverage.
  • Establish and maintain traceability between requirements, test cases, defects, and releases.

B. Functional, Regression & UAT Testing

  • Execute functional, regression, smoke, and end-to-end testing across monolithic and microservices-based applications deployed on-premises and in the cloud.
  • Validate financial accuracy of accounting and reporting modules, including reconciliations, postings, and report outputs.
  • Plan, coordinate, and support User Acceptance Testing (UAT) with business units, including preparation of UAT scripts, environments, data, and sign-off instruments.

C. Test Automation & CI/CD Quality Gates

  • Design, build, and maintain automated test suites (UI, API, and integration) using industry tools and frameworks.
  • Integrate automated tests into CI/CD pipelines so that every build and deployment passes defined quality gates before promotion, in coordination with the Application Management unit.
  • Continuously expand regression automation coverage to reduce manual testing effort and release cycle time.

D. API, Integration & Microservices Testing

  • Test APIs, service contracts, and inter-service communication in the microservices estate (request/response validation, error handling, idempotency, and failure scenarios).
  • Validate integrations between in-house tools, core banking, payment channels, and external partners, whether hosted on-premises or in the cloud.
  • Verify data integrity and consistency across services, databases, and reporting layers, in coordination with the Database and Data Platform unit.

E. Non-Functional Testing

  • Conduct performance, load, and stress testing on customer-impacting services and batch/reporting processes across the hybrid infrastructure.
  • Support security-focused testing in collaboration with the Information Security team (input validation, access control, session management).
  • Test backup/restore, failover, and resilience behaviors where applicable, in coordination with the IT Infrastructure unit.

F. Defect Management & Quality Reporting

  • Log, prioritize, track, and verify defects through their lifecycle; drive root-cause analysis with developers and the Application Management unit.
  • Produce clear test summary reports, release readiness assessments, and quality dashboards for management and project governance.
  • Provide a documented go/no-go quality recommendation for each release, coordinated with the Service Management unit.

G. Quality Governance, Compliance & Continuous Improvement

  • Ensure testing practices comply with the Bank's change management, ISMS, and regulatory requirements, and support audit evidence requests.
  • Define and enforce quality standards, definitions of done, and entry/exit criteria for testing phases across on-premises and cloud releases.
  • Champion a quality culture within development and project teams, and continuously improve QA processes, tools, and test data management.

  • Certifications (CKA/CKAD/CKS, Terraform Associate) and open-source contributions are an advantage; fintech/banking experience is a plus.

  • Background Information

Job Title: Monitoring, Evaluation & Learning (MEL) Specialist. Job Grade: JG G- Specialist 
  Department: Strategy and Resource Mobilization. Location: Kigali-Rwanda (BRD Head Office). Reports to: Functionally to the Senior Manager, Strategy & Analytics Unit. Administratively to the Senior Project Coordinator for Export Credit Guarantee Facility (ECGF).  Contract terms: Open-Ended.

  • Purpose of the Job

BRD is recruiting for a Monitoring, Evaluation and Learning (MEL) Specialist in charge of conducting MEL activities for the Credit Guarantee function. The individual will lead the design, implementation, and continuous improvement of monitoring, evaluation, and learning results, tools, and frameworks. This role includes establishing tracking performance, collecting, and analyzing data, ensuring timely and high-quality reporting on output/outcomes/impact, and ensuring adaptive learning to inform strategic decision-making and continuous improvement.

  • Main Responsibilities of the Job.

Monitoring.

  • Design and implement MEL systems for Credit guarantee department, including results chains, log frames, KPIs, and data collection tools, aligned with BRD’s MEL policy.
  • Oversee data collection, management, analysis and performance tracking from partner institutions and guarantee beneficiaries; generate monitoring reports for internal and external use.
  • Manage the MEL learning platform and integrate the credit guarantee impact tracking into BRD’s operational procedures.
  • Coordinate with stakeholders and consultants to support external evaluations and ensure stakeholder engagement.
  • Ensuring continuous Improvement using insights from data to refine strategies and improve overall projects effectiveness
  • Track and assess credit guarantee implementation progress to inform management and stakeholders on achievement of objectives, providing evidence-based recommendations for action. 
  • Maintain and manage the Credit guarantee MEL database; analyze and aggregate data to generate timely insights.
  • Conduct regular field visits to beneficiaries and partners to verify data quality, support implementation, and identify areas for improvement. 
  • Monitor implementation of evaluation recommendations in collaboration with the credit guarantee team.

Evaluation and Reporting.

  • Prepare regular detailed performance and seasonal/mid-impact assessments reports for all credit guarantee projects, including progress on KPIs and recommendations for action.
  • Conduct comparative analysis of project projections vs. actuals to inform strategic decision-making.
  • Conduct field surveys, midterm and final evaluations, and routine outcome assessments.
  • Identify performance issues and recommend improvements in systems, methodologies, or procedures.

Learning and Knowledge Management.

  • Facilitate learning reviews and reflection sessions to capture lessons learned, success stories, challenges and best practices to improve the credit guarantee implementation.
  • Document and disseminate case studies, success stories, and key lessons for wider stakeholder use.
  • Promote cross-learning within BRD and among fund partners to enhance knowledge sharing.
  • Develop and implement a learning agenda to strengthen adaptive management and continuous improvement.
  • Integrate learning outcomes into planning, decision-making, and performance reporting. 
  • Collect and identify different project issues and set ways to address them 

Compliance.

  • Produce quarterly and annual performance reports, ensure their approval, and share them to BRD management and development partners.
  • Ensure all MEL activities comply with BRD policies, donor requirements, and international best practices.
  • Support audits and evaluations by providing relevant documentation and MEL insights.

Capacity Building and Stakeholder Engagement.

  • Provide MEL training and technical support to partner institutions and MSMEs.
  • Build capacity of internal and external stakeholders on MEL tools and reporting requirements.
  • Engage with donors, consultants, and partners on MEL planning, execution, and learning activities.

Performance indicators

  • Quality and timeliness of MEL and projects’ performance reports produced.
  • Monthly progress reports produced & submitted to management describing major activities undertaken and tasks accomplished during the reporting period and challenges hindering implementation process.
  • Implemented Credit guarantee MEL Framework.
  • End of year project implementation performance report.
  • Quarterly stakeholder meeting minutes with stakeholders.
  • Field M&E reports, findings, and recommendations.
  • Compliance rate with credit agreements, internal policies, and applicable sector regulations. 
  • Accuracy, reliability, and completeness of project data and information systems. 
  • Stakeholder satisfaction levels with the credit guarantee performance. 

Working relationships 

  • All departments – especially SPI, Business Development, Credit Guarantee, Strategy and Resource Mobilization – and partner financial institutions, end-beneficiaries/clients. 

Qualifications and Experience

Minimum Requirements.

  • Bachelor’s degree in Economics, Development Studies, Statistics, Business, or a related field.
  • At least 5 years of professional experience in Monitoring, Evaluation, Learning and Research – preferably in financial services, MSME development, or development finance contexts.
  • Proven experience in designing and implementing MEL systems for complex projects or programs.
  • Strong knowledge of best practices in structured finance, blended finance, credit enhancement techniques, guarantees and international trade practices is desirable.

Desired Qualifications.

  • A postgraduate degree in Monitoring and Evaluation, Development Economics, or related fields is an asset.
  • Familiarity with credit guarantee facilities, or SME development programs.
  • Experience in using data analysis software (e.g., Excel, Power BI, STATA, or similar).
  • Strong report writing and stakeholder engagement skills.
