JOB SUMMARY
The WASH Officer is responsible for delivering integrated Water, Sanitation, and Hygiene (WASH) programs in Rwanda. The role combines:
WASH infrastructure (hardware): water systems and sanitation facilities
Behavior change (software): hygiene promotion and community mobilization
The role ensures sustainable infrastructure, strong community ownership, and long-term hygiene behavior change.
KEY RESPONSIBILITIES
1. WASH Program Leadership
Lead full WASH project cycle from assessment to implementation
Integrate infrastructure and behavior change interventions
Ensure compliance with RTV WASH frameworks
2. WASH Infrastructure (Hardware)
Conduct WASH technical assessments and designs
Prepare BoQs, drawings, and cost estimates
Support procurement and bid evaluation
Supervise construction and rehabilitation works
Ensure compliance with national standards (WASAC/MININFRA)
Work with Water User Committees for sustainability
3. Behavior Change & Community Mobilization (Software)
Implement CLTS, PHAST, and hygiene promotion strategies
Design behavior change communication (BCC) approaches
Conduct community triggering and awareness campaigns
Train government staff and community health workers
Strengthen hygiene adoption in communities
4. Stakeholder Coordination
Work with district authorities, WASAC, and MOH structures
Collaborate with NGOs and community leaders
Align activities with Rwanda national WASH strategies
Support integrated development programs
5. Monitoring, Evaluation & Reporting
Track WASH infrastructure functionality and adoption rates
Collect and analyze program data
Prepare weekly and monthly reports
Document lessons learned and impact stories
QUALIFICATIONS
Education
Bachelor’s degree in Water Resources Engineering, Civil Engineering, Environmental Engineering, or related field
Postgraduate in Public Health/Environmental Health is an advantage
Experience
4+ years in WASH programming
Experience in both infrastructure and behavior change programs
Strong knowledge of Rwanda WASH systems (WASAC, MININFRA, MOH)
Experience in CLTS, PHAST, and BCC methodologies
Experience in technical design, BoQs, procurement, and supervision
Technical Skills
AutoCAD, GIS, WaterCAD / EPANET
Microsoft Excel (data & cost analysis)
Community mobilization tools (CLTS, PHAST, BCC)
Strong reporting and analytical skills
Soft Skills
Strong communication in English & Kinyarwanda (French is an advantage)
Field adaptability (rural/hilly areas)
Problem-solving and teamwork
High level of integrity and accountability
