NT: To guide the development of a comprehensive CSE overview document for policy makers at UNFPA - United Nations Population Fund: (Deadline 23 Aug 2026)
The Position:
Since the integration of Comprehensive Sexuality Education (CSE) into Rwanda's national curriculum, the United Nations Population Fund (UNFPA) has served as a key strategic partner to the Ministry of Education through the Rwanda Basic Education Board (REB). To operationalize this framework across all learning levels, UNFPA has supported the development and distribution of foundational educational tools. These include a comprehensive reference book detailing core CSE topics and learning content, as well as simplified CSE toolkits tailored for lower and upper secondary schools, which have already been deployed to 1,642 selected schools across the country. Building on this momentum, a primary school CSE toolkit has been finalized and is undergoing final editorial refinements prior to formal endorsement by REB, ensuring an age-appropriate continuum of care and learning throughout the basic education system.
Despite these significant achievements, a critical gap remains in translating curricular materials into effective policy oversight, institutional accountability, and sustained impact. To bridge this gap, key stakeholders and policy makers must be equipped with targeted, accessible tools that reframe their understanding of CSE, demystify its operational delivery, and establish clear mechanisms for monitoring implementation. Providing decision-makers with a user-friendly overview—featuring a detailed curriculum matrix that illustrates how CSE concepts systematically integrate across the Competence-Based Curriculum—will empower them to advocate for CSE more effectively, track school-level execution, and hold implementers accountable, thereby ensuring every learner benefits from high-quality, life-saving education.

Job Purpose:
UNFPA, in partnership with the Rwanda Basic Education Board (REB), seeks to engage a national consultant to guide the development of a comprehensive CSE overview document for policy makers. Working alongside a core technical team comprised of CSE master trainers and curriculum developers, the national consultant will provide technical expertise to map CSE curricular content across all education levels, formulate a robust M&E framework, and establish operational accountability mechanisms. The consultant will synthesize these key technical components into a concise, easily navigable overview document designed to reframe policy makers' perceptions, strengthen implementation oversight, and drive high-level advocacy for Comprehensive Sexuality Education in Rwanda.
You would be responsible for:
The consultant will work with the Rwanda Basic Education Board (REB), UNFPA, and a core technical team comprising CSE master trainers and curriculum developers to:
- Map and structure CSE curricular content: Outline core CSE topics, sub-topics, and specific learning objectives, detailing what learners should know and be able to do at each level, while summarizing the expected attitudes, skills, and behaviours learners are expected to demonstrate in daily life.
- Develop a detailed curriculum matrix: Map each CSE topic across primary, lower secondary, and upper secondary education levels, explicitly identifying the corresponding carrier subjects, grade levels, and specific unit numbers.
- Formulate an M&E framework: Define robust monitoring and evaluation mechanisms for CSE implementation and establish key performance indicators to track school-level execution, quality of delivery, and learning progression.
- Establish accountability mechanisms: Outline clear operational guidance and metrics to enhance government and CSE implementers' accountability regarding program rollout and quality assurance.
- Produce a policy-maker overview document: Synthesize these technical components into a concise, well-structured, and easily navigable CSE overview document specifically tailored to inform policy makers, reframe perceptions, and support high-level advocacy.
Qualifications and Experience:
Education:
- Advanced (Masters) degree in public health, education, curriculum development, educational planning, social sciences, gender studies, or a related field.
Knowledge and Experience:
- At least 5 years of professional experience in education programming, curriculum development, textbook creation, or education systems strengthening.
- Proven experience and demonstrated track record in Comprehensive Sexuality Education (CSE) programming.
- Previous experience working with the Rwanda Basic Education Board (REB) is considered a strong asset.
- Strong analytical, report writing, and stakeholder facilitation skills.
- Excellent command of written and spoken English; working knowledge of Kinyarwanda is an advantage.
