About the Position

The Procurement Supervisor will establish daily procurement priorities based on objectives provided by the General Services Office (GSO).

The position will provide supervision, guidance, and mentoring to two Procurement Agents and one Purchasing Agent and will be responsible for the procurement of commodities and services required by the U.S. Embassy Kigali.

Key Duties and Responsibilities

The successful candidate will oversee procurement of a wide range of goods and services, including:

  • Equipment and supplies

  • Furniture and appliances

  • Parts and vehicles

  • Petroleum products

  • Cleaning supplies and services

  • Computers and telecommunications equipment

  • Audio/visual equipment

  • Security items

  • Health insurance and tax services

  • Water treatment plant maintenance

  • Building automation systems maintenance

  • Post language programs

  • Legal services

  • Internet and telephone services

  • Electrical utilities

  • Janitorial services

  • Gardening services

Procurement may be conducted through contracts, purchase orders, credit cards, blanket purchase agreements, and requisitions from local, regional, and U.S.-based vendors.

Education Requirements

A Bachelor’s degree in one of the following fields is required:

  • Business Administration

  • Supply Chain Management

  • Logistics

  • Finance

Professional Experience

Applicants must have:

  • At least three (3) years of progressively responsible experience in procurement, logistics, or a related field.

  • At least one (1) year of supervisory experience.

Language Requirements

Fluency in Kinyarwanda and English, including speaking, reading, and writing, is required.

Job Knowledge

Applicants must have good knowledge of:

  • Local market practices

  • Capabilities of local suppliers

  • Local pricing customs and practices

Skills and Abilities

Applicants should be able to:

  • Analyze local market trends, competitive pricing, product quality, and specifications.

  • Ensure the procurement of quality goods and services at reasonable costs.

  • Deal effectively with vendors and transport companies regarding damages or shortages.

  • Conduct market research and communicate with vendors using the internet.

  • Use word-processing, database, and spreadsheet software effectively.

  • Supervise and mentor procurement staff.
