Eligibility Requirements
Undergraduate Applicants
Applicants must:

Be an indigene of one of the eligible Niger Delta states: Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo or Rivers

Be at least 16 years old
-
Have sat for the 2026 UTME or be a new entrant into a 100-level programme for the 2026/2027 academic session

Have five O'Level credits, including English Language and Mathematics

Have their 2026 UTME result available

Provide a Local Government Area (LGA) identification letter

Apply for a course on the approved list
-
Not be awaiting WAEC or NECO results
Postgraduate Applicants
Applicants must:

Meet the applicable eligibility requirements

Hold a first degree for Master's applicants

Hold a Master's degree for PhD applicants
-
Have a statement of result or degree certificate
-
Have completed NYSC and possess the certificate

Provide an LGA identification letter

Be applying for an approved course
Returning PAP beneficiaries are expected to have obtained at least a First Class or Second Class Upper degree. Continued sponsorship is subject to academic performance and is not automatically guaranteed.
Applicants may also be required to take a written test before an interview.
Academic Requirement
Scholarship funding is reviewed every academic session.
To remain on the scholarship, beneficiaries must maintain a minimum CGPA of 2.0. PAP may withdraw the scholarship in cases involving academic failure, misconduct or submission of false information.
