National Individual Consultant: Technical Oversight and Quality Assurance of TVET Care Center Renovations (ENGINEER) at UNFPA - United Nations Population Fund: (Deadline 16 Aug 2026)
The Position:
The objective of this consultancy is to provide independent technical oversight, quality assurance, and engineering support for the renovation of TVET Care Centers under the KURA NAWE Program. The consultant will support UNFPA Rwanda in assessing the quality and compliance of completed renovation works and provide technical monitoring and quality assurance for ongoing renovation activities to ensure that works are implemented in accordance with approved designs, technical specifications, contractual requirements, and relevant standards.

Job Purpose:
In line with the UNFPA Policy and Procedures on Management of Construction Activities and UNFPA quality assurance requirements, UNFPA seeks to engage an Independent Consulting Engineer to provide technical oversight and quality assurance support for renovation works implemented under the KURA Nawe Program.
The consultant will provide an independent and objective assessment of completed renovation works and support quality assurance for planned renovations. The assignment will help ensure that renovation works are implemented in accordance with approved designs, technical specifications, bills of quantities, contractual requirements, and applicable standards. It will also support the identification and resolution of technical issues, quality concerns, and implementation risks, while strengthening accountability, compliance, and value for money.
The consultancy will complement ongoing monitoring efforts by SFH, RTB, and UNFPA and contribute to ensuring that renovated facilities adequately support the intended functions of TVET Care Centers.
You would be responsible for:
- Review relevant technical and project documentation, including renovation designs, bills of quantities (BoQs), technical specifications, contracts, progress reports, and other supporting documentation.
- Conduct technical assessments and site visits to TVET Care Centers supported under the KURA Nawe Program.
- Assess the suitability of identified facilities and proposed renovation approaches to ensure that renovation plans adequately support the intended functions of TVET Care Centers.
- Provide technical advice and recommendations to support the planning, implementation, monitoring, and quality assurance of renovation activities.
- Conduct technical reviews and site inspections of renovation works and assess compliance with approved designs, technical specifications, BoQs, contractual requirements, and applicable standards.
- Conduct quality assurance inspections to assess workmanship, functionality, safety, accessibility, and overall suitability of renovated facilities.
- Review completed renovation works and assess compliance with approved specifications, project requirements, and intended use.
- Identify and document defects, deficiencies, non-compliance issues, implementation risks, or quality concerns and recommend corrective actions where necessary.
- Review relevant site records, technical reports, quality assurance documentation, and other records related to renovation activities and provide technical feedback as required.
- Participate in technical meetings with UNFPA, SFH, RTB, and other relevant stakeholders, as required.
- Document findings through site inspection notes, photographs, and technical reports.
- Prepare technical monitoring, inspection, and assessment reports documenting observations, findings, progress, challenges, and recommendations.
Qualifications and Experience:
Education:
Advanced university degree (Masters) in Civil Engineering, Construction Engineering, Structural Engineering, Architecture, Quantity Surveying, or a related field.
Knowledge and Experience:
- Strong technical assessment and analytical skills.
- Excellent report-writing and communication skills.
- Ability to assess compliance between completed works and contractual requirements.
- Ability to work independently and deliver quality outputs within agreed timelines.
- High level of professionalism, integrity, and attention to detail.
Languages:
- Good Spoken, written and slef Expression in English is required while English and French are deisireble.
