Mission description
Job purpose
Member of the Project Management Unit based in Kigali and reporting to the EF Team leader, the MEAL Coordinator is responsible for developing, implementing, and coordinating the monitoring, evaluation, accountability, and learning (MEAL) strategy for the overall project. The role includes identifying areas for improvement, tracking progress, and measuring outcomes within the overall project.
As the consortium leader, EF will consolidate monitoring and evaluation (M&E) inputs from all implementing partners (IPs) and EF for their respective outputs. The MEAL Coordinator will work closely with EF’s Monitoring and Evaluation Experts at HQ level to ensure alignment, particularly in maintaining, coordinating and continuously improving the monitoring system and managing all reporting activities to the EU.
Key responsibilities
Monitoring, Evaluation and Reporting Systems
Maintain and continuously improve the project's M&E strategy, data collection tools, and procedures.
Support the planning and implementation of monitoring and evaluation activities across all project interventions, including data collection across all implementing partners.
Operate and maintain the consortium reporting platform (Logalto).
Lead data analysis and develop and maintain data visualizations and dashboards to provide the PMU and partners with a clear view of progress against targets.
Produce regular M&E progress reports for internal management and external reporting, including reporting to the EU.
Coordinate midline and endline data collection, follow-up surveys, and tracer studies with beneficiaries and partners.
Follow up on monitoring and evaluation findings to ensure that corrective actions are taken and programme responses are adjusted as required.
Review M&E plans for new activities and budget revisions for Expertise France and provide technical feedback.
Capacity Building, Partner Coordination and Quality Assurance
Train consortium staff in appropriate monitoring and evaluation techniques and tools to strengthen M&E capacity and promote the effective use of data.
Lead the monthly meetings of the consortium's MEAL focal points.
Actively participate in monitoring and information management working groups, relevant meetings, and international forums, as required.
Work closely with implementing partners contracted by Expertise France to strengthen the quality and consistency of monitoring and evaluation activities.
Learning, Capitalization and Adaptive Management
Lead learning and capitalization activities, including learning events, learning briefs, and the documentation of good practices.
Share lessons learned and recommendations regularly with the Project Management Unit and project partners.
Ensure that lessons learned and recommendations are systematically integrated into project implementation and adaptive management.
Project or context description
Operating across 14 African countries, the Africa-Europe Digital Innovation Bridge (AEDIB) works to unlock African innovation and foster digital entrepreneurship by connecting governments, investors and entrepreneurs, focusing on three key areas: policy; innovation ecosystems; access to finance. The project is jointly implemented by a consortium of six European development agencies and Smart Africa and is financed by five European donors. Expertise France leads the consortium and hosts the Project Management Unit (PMU) in Kigali, Rwanda.
Expertise France is currently seeking an experienced and dynamic MEAL Coordinator to support the implementation of this project. This is a unique opportunity to contribute to one of the most ambitious digital innovation programmes connecting Africa and Europe while working within a highly international and multicultural environment.
Required profile
Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. Master’s degree preferred.
Minimum of 5 years of experience in a MEAL position, preferably in international development projects.
Demonstrated experience in designing and implementing M&E frameworks and systems.
Excellent understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by the EU.
Proven experience in recruiting and steering external consultants.
Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.)
Experience in Eastern and Southern Africa or similar contexts is highly desirable.
Excellent report writing and data visualization skills.
Strong communication and interpersonal skills, with proficiency in English. Knowledge of local languages is an asset.
Analytical skills: Ability to interpret and analyse complex data.
Attention to detail: Ensuring accuracy and completeness in data collection and reporting.
