The Gender-Transformative & Social Inclusion Expert leads the project’s GTSI workstream and is accountable for the end-to-end implementation of the Gender-Transformative and Socially Inclusive Framework Strategy over the transition phase. This is the central purpose of the post.

This is not a gender mainstreaming or advisory role. The distinction is deliberate and material. Mainstreaming integrates gender considerations into existing systems; the gender-transformative approach adopted by the project — structured across the strategy’s three stages of Access → Agency → Transformation — sets out to reshape the institutional norms, power relations and structures that produce inequality. The Expert is expected to operate this approach: to work from the project’s Theory of Change, to drive the five interdependent transformation pathways in parallel, and to translate the strategy’s Action Plan into delivery down to activity level.

Climate change adaptation is addressed within the project’s Agrifood Systems and Climate-Smart Agriculture (AFS-CSA) workstream and is not part of this position. The Expert contributes a gender and inclusion perspective to that workstream where relevant.

1. To lead the implementation of the Gender-Transformative Framework Strategy

• Operate the Theory of Change. Drive the five transformation pathways — inclusive governance; equitable and safe learning environments; gender-responsive work-based learning; safeguarding and GBV prevention; inclusive transition to employment and entrepreneurship — as a single integrated system, advancing them in parallel rather than as isolated activities.
• Translate strategy into delivery. Convert the strategy’s Action Plan into detailed annual and quarterly operational programming: sequencing, responsibilities, milestones, budget lines and monitoring calendars, fully reflected in project workplans.
• Secure OECD-DAC Marker 2 compliance. Lead the classification, indicator design (DAC 1 & 2 aligned, sex-, age- and disability-disaggregated), evidence base and EU reporting required to sustain the project’s Marker 2 status, in liaison with the MEAL Officer.
• Provide technical direction across the team. Guide the other Technical Experts, Project Advisors and RTB counterparts so that gender-transformative and inclusion requirements are embedded in curricula, work-based learning, infrastructure design, procurement specifications and terms of reference across all workstreams — not carried by the GTSI workstream alone. Lead the GTSI Technical Working Group.

2. To design and deliver advanced capacity-building content

• Author high-level training material. Personally design, write and quality-assure competency-based training content, facilitator guides, participant handbooks, audit tools and assessment instruments across all levels of the project’s Training Architecture. The authorship of this material is a core deliverable of the post.
• Deliver and certify. Facilitate or co-facilitate training for school teachers and leadership, project and RTB staff, private-sector work-based learning host companies, and students; operate the associated certification and recognition framework with RTB.
• Engage beyond the schools. Develop and implement the engagement approach for private-sector actors, cooperatives, farmers and adult learners, including Inclusion Compacts, employer awareness sessions and workplace inclusion standards.
• Build sustainable learning systems. Establish and animate Communities of Practice so that gender and inclusion competency is sustained beyond direct project interventions.

3. To manage the GTSI activity package end to end

• Programme and deliver. Own operational planning, sequencing and delivery of the full GTSI activity package to the standard set by the Action Plan.
• Manage procurement and consultants. Prepare terms of reference, contribute to procurement in liaison with the PSU, and technically supervise national and international consultants mobilised on GTSI assignments, including quality control and technical validation of their deliverables.
• Manage the budget. Plan, propose and track GTSI budget lines, including gender-responsive budgeting, ensuring sound execution and donor compliance.
• Monitor, evaluate and report. Track progress against disaggregated indicators, capture lessons learned, operate the GTSI dashboard/MIS in liaison with the MEAL Officer, and report to project leadership, RTB and the donor.

4. To support the transition of the schools into TVET Centres of Excellence in Agriculture

• Institutionalise the gender-transformative agenda. Support Kisaro TSS and AEF Nyagahanga to embed gender equality and social inclusion in governance, planning, budgeting, staff performance frameworks and accountability systems, including scorecards and community accountability forums.
• Secure inclusive access to practice. Operationalise measures ensuring equitable access for female learners and learners with disabilities to practical training units, dual training and internships, including the control points needed to counter guidance bias and de facto exclusion.
• Institutionalise safe learning environments. Support the establishment of GBV/SEAH reporting mechanisms, accessible grievance channels and safeguarding referral pathways aligned with PSEA standards.
• Promote inclusive campuses. Provide technical inputs during design, construction and renovation so that facilities are accessible to women, persons with disabilities and other disadvantaged groups.

Description du projet ou contexte

Expertise France is the French public agency for international technical cooperation. Present in over 100 countries, the agency engineers and implements capacity-building projects, mobilizes technical expertise, and acts as project coordinator across four priority areas: democratic, economic and financial governance; stability in crisis and post-crisis contexts; climate change and sustainable urban development; and strengthening health systems, social protection and employment. About TVET Agri – Ubuhinzi Skills+” is on of Expertise France projects that is being implemented in Rwanda. The “TVET Agri – Ubuhinzi Skills+” project aims to contribute to the National Strategy for Transformation and Vision 2050 established by the Government of Rwanda to guide the socio-economic development of the country towards a prosperous and high-income economy by 2050. Representing 25% of GDP and 70% of Rwanda's active population, agriculture is a key sector targeted in order to boost the country's economy and create jobs is one of the priorities for the sector's transformation, with the national objective of establishing TVET Centers of Excellence in Agriculture (CoE, also referred to as Centers of Vocational Excellence).

The “TVET Agri – Ubuhinzi Skills+” project is implemented by Expertise France to support the national agency Rwanda TVET Board (RTB) in the establishment of TVET Centers of Excellence in Agriculture. In line with national priorities, the project aims to increase the sustainability, climate resilience and inclusion of agricultural practices by strengthening the skills of women and youth in Rwanda.

The project is structured around two specific objectives:

• Improve access of women and youth to quality skills and formal certification in agricultural practices.
• Improve the effectiveness of mechanisms for integrating women and young people into the agricultural labor market, with an emphasis on sustainable agriculture.

In Rwanda, 77% of farmers are women, mainly in subsistence agriculture, vulnerable to climate change. The project is classified under the OECD-DAC Gender Equality Policy Marker 2: gender equality is a principal objective of the intervention, and the project implements transformative and sustainable actions for women, young girls and their communities.

The project is implemented over a period of five years, with a budget of +16 million euros financed by the EU and the French Ministry for Europe and Foreign Affairs. It includes technical assistance at the national level in support of RTB, and two Technical Secondary Schools — Kisaro TSS (Rulindo District) and AEF Nyagahanga (Gatsibo District) — are also supported with technical assistance, infrastructure rehabilitation and procurement of agricultural equipment as they transform into Agricultural TVET Centers of Excellence. The project is implemented in collaboration with the beneficiary partner RTB, as well as with donors and project partners, such as LuxDev.

The project is led by the Project Manager, with direct support from the Deputy Project Manager, and the team consists of 4 Technical Experts, a MEAL Officer, and 2 Project Advisors based in targeted TVET schools. The team is supported by Expertise France's Kigali-based Project Support Unit (PSU) for administration, finance, Human Resources and procurement, as well as Paris-based HQ.

The project has adopted and validated a Gender-Transformative and Socially Inclusive Framework Strategy (2024–2029) , with an accompanying Training Architecture and a detailed, DAC-aligned Action Plan. The project is now entering its transition phase — running for a minimum of three years — during which this strategy moves from formulation to full institutional implementation across both Centers of Excellence. This phase places substantially higher technical and delivery demands on the position than the project's start-up year.

Profil souhaité

• Master’s Degree in Gender and Development, Social Inclusion, Development Studies, Sociology or another relevant field.
• At least 10 years of progressive professional experience in gender equality and social inclusion within development programmes.
• Demonstrable experience of gender-transformative programming — that is, work explicitly aimed at changing institutional norms, structures and power relations — as distinct from gender mainstreaming, gender analysis, gender audits or awareness-raising.
• Proven experience translating a gender-transformative strategy, theory of change or action plan into multi-year operational implementation down to activity level, within a single institutional system.
• Demonstrated experience personally authoring and delivering advanced, competency-based training content for institutional audiences (teachers, management, technical staff) and private-sector actors.
• Direct experience of OECD-DAC Gender Equality Policy Marker 2 and/or EU GAP III compliance, indicator design and donor reporting is strongly desirable.
• Solid project-management experience embedded within an implementation team: operational planning, procurement, technical supervision of consultants, budget execution and monitoring of an activity package.
• Experience providing technical direction to multidisciplinary teams of senior experts, and coordinating multi-stakeholder initiatives with government, private-sector, civil-society and academic partners.

Skills

• Technical authorship. Ability to independently produce strategies, theories of change, action plans, guidance notes and training curricula of a standard suitable for donor and institutional validation.
• Gender-transformative methodologies. Command of norm-change approaches, intersectionality, the Human Rights-Based Approach and Leave No One Behind, and their practical application to institutional transformation.
• Understanding of TVET and agriculture sector challenges. Familiarity with labour market dynamics and skills development, especially for women and youth.
• Disability inclusion, safeguarding and PSEA. GBV/SEAH mechanisms, Universal Design for Learning and accessibility standards.
• Activity and budget management. Operational planning, procurement, consultant follow-up, gender-responsive budgeting and budget execution.
• Communication, facilitation and advocacy. Ability to design and deliver technical presentations and facilitation before institutional partners, donors and private-sector audiences.
• Initiative and autonomy. Capacity to identify needs, formulate approaches and produce deliverables without close supervision.
• Digital literacy. Proficiency in standard office tools (Word, Excel, PowerPoint).
• Language proficiency. Excellent written and spoken command of English — the working language with the donor, RTB and partners — and of Kinyarwanda; French is an asset.
