The Erasmus Mundus Master’s Program in Public Policy (Mundus MAPP) 2027 is a two-year international joint Master’s degree designed for students interested in public policy, governance, international development, and contemporary policy challenges.

Participating Universities

The Mundus MAPP program is offered by four European institutions:

  • University of York – United Kingdom

Students follow different study tracks and are required to complete study periods in at least two different countries.

Eligibility Requirements

Applicants must meet the following requirements:

1. Educational Background

Applicants must have:

  • A Bachelor’s degree of at least three years from a recognized university or higher education institution.

  • At least Upper Second-Class (2:1) or equivalent, where applicable.

  • A minimum GPA of 3.17/4.0 or equivalent.

  • Applicants should provide their GPA on a 4.0 scale.

Candidates with backgrounds in Social Sciences or related fields are normally preferred.

Important: Candidates whose Bachelor’s degree is in Natural Sciences or Engineering are not eligible for the program.

Applicants who already hold a Master’s degree must also meet the required academic standard for their Master’s degree.

2. Motivation

Applicants should demonstrate strong motivation and interest in:

  • European public policy

  • International public policy

  • Governance

  • Development

  • Contemporary policy challenges

A strong and authentic statement of purpose is required.

3. English Language Requirements

Applicants from certain English-speaking countries, including Rwanda, may not need to submit an English language certificate if their Bachelor’s or Master’s degree was taught entirely in English.

For applicants who need to provide an English test, accepted qualifications include:

  • IELTS Academic: 7.0 or above

  • TOEFL iBT: 95 or above

  • Cambridge C1 Advanced: C1 or above

  • Cambridge C2 Proficiency: C2 or above

  • Pearson PTE Academic: 76 or above

  • Duolingo English Test: 130 or above

Test scores must be submitted with the online application where required.

4. Work Experience

Work experience is not a mandatory eligibility requirement. However, candidates with relevant professional experience may receive preference.

5. Mobility Requirement

Physical mobility is compulsory.

Students must complete study periods in two different countries, with each study period comprising at least 30 ECTS.

The compulsory mobility periods cannot be replaced by virtual study.

Are Rwandan Applicants Eligible?

Rwandan applicants can apply, provided they meet the academic, mobility, motivation, and other admission requirements.

Rwanda is also listed among the countries whose citizens may be exempt from providing an English language test if their Bachelor’s or Master’s degree was taught exclusively in English.

15 April 2027

For non-EU/EEA residents who do not wish to apply for financial aid.

1 July 2027

For EU/EEA residents who do not wish to apply for financial aid.
