Job Overview
Equity Bank Rwanda is seeking a qualified and experienced professional to join its team as Assistant Manager, IS Technical Assurance Specialist.
The role holder will oversee the Bank’s information security and cybersecurity assurance framework, ensuring that appropriate security controls are implemented and effective. The position will also support cybersecurity strategy, threat identification, risk assessment, vulnerability management, security control design, regulatory compliance, and overall improvement of the Bank’s security posture.
The successful candidate will report to the Manager – IS Governance / GRC & IS Program Delivery.
Key Responsibilities

Oversee and implement the Bank’s cybersecurity programme and enforce cybersecurity policies, standards, and frameworks.

Ensure information security policies, standards, and cyber risk management plans remain current and effective.

Maintain a comprehensive enterprise-wide register of users, devices, applications, and cyber assets.

Monitor emerging cybersecurity threats, technologies, and security developments.
-
Identify, assess, and manage cybersecurity risks and threat scenarios.
-
Design and implement appropriate cybersecurity controls for internal and external users.
-
Conduct Risk Control Assessments and oversee vulnerability management activities.
-
Analyse identified security weaknesses and provide remediation guidance.
-
Validate that appropriate remediation actions have been implemented.

Assess the effectiveness of the Bank’s cybersecurity programme and security controls.

Support incident response planning and ensure timely updates to incident response mechanisms.

Ensure Business Continuity and Disaster Recovery plans consider current cyber threats.
-
Develop and coordinate cybersecurity and disaster recovery testing plans.
-
Ensure adequate backup arrangements for critical IT systems and data in line with recovery objectives.
-
Conduct scenario analysis for potential material cyber-attacks and identify control gaps.
-
Provide regular reports on the Bank’s cybersecurity posture to senior management and the Board.

Oversee third-party service providers performing security monitoring, testing, and threat intelligence functions.

Use advanced analytical tools to identify emerging threat patterns and vulnerabilities.

Maintain a cybersecurity roadmap by identifying security gaps and implementing necessary improvements.

Evaluate outsourced technologies, third-party systems, cloud environments, and hosting platforms to ensure adequate security protection.

Work with application, network, infrastructure, and technology teams to improve security policies, processes, people, and technologies.

Support security risk assessments, audits, and compliance reviews with Risk, Audit, Technology Assurance, and Group teams.

Report residual security risks, exposures, and non-compliance against approved standards and policies.

Provide actionable recommendations and drive implementation of agreed security improvements.

Conduct benchmarking against relevant organisations and industry standards.
-
Manage and track actionable cybersecurity outcomes.
Qualifications and Experience
-
Bachelor’s Degree in Information Technology, Information Security/Assurance, Engineering, or a related field.
-
At least one relevant professional certification such as CISSP, CEH, CISA, CISM, or equivalent.

Minimum 2 years of experience in technical assurance or a related field.

Experience in vulnerability management and penetration testing.
-
Experience with application and API security, network device configuration reviews, and network architecture reviews.
-
Strong knowledge of cybersecurity concepts, cyber-attacks, threat vectors, risk management, and incident management.
-
Experience in threat management.
-
Experience building and maintaining high-performing teams.
-
Strong knowledge of recognised security frameworks such as ISO, NIST, and PCI.
-
Experience in a Big Four firm is an added advantage.

Knowledge of Windows, Linux, Unix, and other operating systems.
-
Knowledge of applications, databases, and middleware security.
-
Understanding of security technologies including authentication, endpoint security, firewalls, web content filtering, Database Activity Monitoring (DAM), PKI, Data Loss Prevention (DLP), and Identity and Access Management (IAM).

Ability to brief business stakeholders on security incidents, threats, and risk levels.

Certifications such as CompTIA Security+, CEH, ISC2 CC, or equivalent are an added advantage.

The role involves technical assurance, vulnerability management, and oversight of the security control environment across multiple technology domains and Equity Group markets.
Budget and Financial Responsibilities
The successful candidate will:

Assist in managing security budgets in line with business objectives.

Support annual CAPEX and OPEX planning and expenditure tracking.

Manage project initiative budgets in line with business objectives.
-
Support initiatives aimed at reducing operational costs while maintaining effective security controls.
