FIELD COORDINATOR (3 POSITIONS)

Project: Empowered Civil Society: Enhancing Capacity and Transparency for Gender Equality in Rwanda

1. Background

Rwanda Women's Network (RWN) is implementing a three-year project, funded by Sida, aimed at strengthening the institutional capacity and transparency of RWN and selected local, women-led civil society organizations (CSOs), and enhancing their collaboration with government and other stakeholders at district and national levels.

The project will be implemented in close partnership with nine (9) selected CSOs operating across multiple districts. To ensure effective field-level implementation, close follow-up, and technical support to partner CSOs, RWN is recruiting three (3) Field Coordinators. Each Field Coordinator will be responsible for supporting approximately three (3) partner CSOs within their assigned cluster of districts.

2. Purpose of the Position

The Field Coordinator is responsible for the day-to-day field-level coordination, monitoring, and technical support of project activities implemented by partner CSOs. The position serves as the primary link between RWN and partner CSOs at community and district level, ensuring activities are implemented on time, to quality standards, and in line with project objectives, Sida's requirements, and RWN's policies.

3. Key Responsibilities

Field Monitoring and Technical Support

  • Conduct regular monitoring and support visits to the 3 partner CSOs assigned to each Field Coordinator.
  • Provide hands-on technical support and mentoring to CSO staff on project implementation, safeguarding, and compliance.
  • Track progress of CSO activities against workplans and flag delays or implementation risks to the Project Coordinator.
  • Support CSOs to apply monitoring, evaluation, accountability and learning (MEAL) tools, and assist with data collection and validation at community level.

Coordination and Representation

  • Facilitate coordination between partner CSOs and local (district and sector) authorities.
  • Support the organization and facilitation of district coalition meetings, bringing together CSOs, local authorities, and other stakeholders.
  • Represent RWN at relevant district-level meetings, forums, and events as delegated.
  • Help resolve field-level implementation issues, escalating unresolved matters to the Project Coordinator and, where relevant, to district coalition platforms.

Community-Level Implementation Support

  • Support CSOs in mobilizing and engaging community members, including women safe space facilitators and community structures, in project activities.
  • Support the rollout of capacity-building activities (trainings, PCNA assessments, mentoring) at CSO and community level.
  • Support dialogue circles, community feedback sessions, and other participatory processes led by partner CSOs.

Reporting and Documentation

  • Prepare timely field visit reports, activity reports, and monitoring updates for the Project Coordinator and MEAL Officer.
  • Document lessons learned, success stories, challenges, and good practices from the field.
  • Support partner CSOs in preparing narrative and activity reports in line with project and donor requirements.

Compliance with internal policies and procedures

  • Ensure field activities comply with RWN policies, project guidelines, and Sida's requirements, including on anti-corruption, safeguarding, gender equality, and do-no-harm principles.
  • Report any safeguarding concerns, complaints, or irregularities promptly through RWN's established reporting channels.

4. Key Deliverables

  • Monthly field monitoring reports covering all assigned CSOs.
  • Updated tracking of CSO activity implementation against the project workplan.
  • Documented minutes/records of district coalition meetings supported.
  • Quarterly summary of field-level achievements, challenges, and recommendations.
  • Case studies / documented lessons learned, as requested by the MEAL Officer.

5. Working Relationships

  • Reports directly to: Project Coordinator
  • Works closely with: MEAL Officer & Capacity Building, Advocacy and Communication Officer, and Finance/Administration team
  • Liaises with: Partner CSO Project Focal Points, CSO field coordinators, and district/sector local authorities

6. Qualifications, Experience and Competencies

Education

  • Bachelor's degree in social sciences, gender studies, development studies, community development, or a related field.

Experience

  • At least 3 years of relevant field-level experience in community development, civil society support, gender, or governance programs.
  • Demonstrated experience working with CSOs, community structures, and local government authorities.
  • Experience in monitoring and reporting on donor-funded projects is an added advantage; familiarity with Sida-funded or similarly structured projects is a plus.

Skills and Competencies

  • Strong understanding of gender equality, women's empowerment, and civil society strengthening issues in the Rwandan context.
  • Excellent interpersonal, facilitation, and community mobilization skills.
  • Good written and verbal reporting skills in Kinyarwanda and English (French an advantage).
  • Ability to work independently in the field, manage multiple partners, and meet deadlines.
  • Willingness and ability to travel frequently within the assigned district(s).
  • Commitment to RWN's values, safeguarding principles, and code of conduct.

7. Duration, Location and Remuneration

  • Contract duration: full-time, fixed-term, renewable annually subject to satisfactory performance and continued project funding, for up to the 36-month project period (1 July 2026 – 30 June 2029).
  • Duty station: field-based in the assigned cluster of districts, with periodic travel to RWN's Kigali office for coordination meetings.
  • Remuneration: commensurate with RWN's salary scale for this position and available project budget.
