Job Position title: Network and Security Engineer (1)
Reports to:IT Manager
Background

To achieve this mandate and become the leading health commodities supply chain agency in Rwanda and beyond, RMS is looking for a competent Network and Security Engineer.
Position overview
The Network & Security Engineer is responsible for designing, implementing, securing, and maintaining Rwanda Medical Supply’s network and cybersecurity infrastructure. The role focuses on enterprise network operations, security monitoring, firewall management, and incident response support to ensure the confidentiality, integrity, and availability of systems and services.
The role works closely with IT Operations, the Program Development Team, and infrastructure stakeholders to ensure secure and reliable connectivity across on-premise and cloud environments.
Key responsibilities
Network Infrastructure & Security
- Design, implement, and maintain enterprise network infrastructure (LAN, WAN, VPN, VLANs).
- Configure and manage routing and switching protocols (OSPF, BGP, STP, etc.).
- Manage network segmentation, secure connectivity, and access control policies.
- Monitor network performance, availability, and security events.
- Manage firewalls, IDS/IPS, and secure network gateways (e.g. Palo Alto, Fortinet, Cisco).
- Lead RMS in ISO implementation processes
Security Operations Support (SOC)
- Support SOC operations through monitoring and analysis of security alerts.
- Assist in incident triage, investigation, and escalation.
- Tune security rules and alerts to improve detection accuracy and reduce false positives.
- Support log source onboarding into SIEM platforms.
- Participate in incident response and post-incident analysis.
Security Infrastructure Management
- Implement and maintain security controls across network and infrastructure layers.
- Support Identity and Access Management (IAM) policies and enforcement.
- Ensure secure configuration of network devices and systems.
- Support encryption standards for data in transit and at rest.
Vulnerability & Risk Management
- Support vulnerability assessments and remediation tracking.
- Assist in penetration testing activities (internal or external).
- Support third-party security assessments and vendor risk reviews.
- Ensure compliance with internal security policies and standards (e.g. ISO 27001).
Cloud & Hybrid Network Security
- Support secure connectivity between on-premises and cloud environments.
- Assist in configuring cloud networking components (e.g. VPC, security groups).
- Support cloud security monitoring and access control policies (AWS / Azure / GCP).
Required Qualification
- Bachelor’s degree in computer science, Information Systems, Cybersecurity, or a related field.
Must Possess at least one of the following certifications:
- CCNP Enterprise or equivalent networking certification.
- CISSP Security or equivalent network security certification (e.g. Fortinet NSE 4/5 or Palo Alto PCNSE)
Having the following certifications will be an added advantage
- AWS Certified Solutions Architect – Associate.
- ISO/IEC 27001 Foundation or Lead Implementer.
Experience:
- Minimum 4 years of experience in network engineering and/or cybersecurity roles within institutions of similar complexity.
- Experience in enterprise IT environments; banking or regulated industries is an advantage.
Required Technical Skills
Networking
- Strong knowledge of TCP/IP, routing, and switching.
- Experience with LAN/WAN design and troubleshooting.
- Understanding of VLANs, VPNs, NAT, and load balancing concepts.
Security Tools
- Firewalls: Palo Alto, Fortinet, Cisco ASA or equivalent.
- SIEM platforms: Splunk, QRadar, Microsoft Sentinel.
- IDS/IPS and network monitoring tools.
Security Concepts
- OWASP Top 10 awareness.
- Secure network design principles.
- Vulnerability management and incident response processes.
- Basic understanding of DevSecOps principles.
Scripting (Added Advantage)
- Python, Bash, or PowerShell for automation at a basic level.
Required Competencies
- Strong troubleshooting and analytical skills.
- Ability to respond to incidents under pressure.
- Good documentation and reporting skills.
- Strong communication and collaboration skills.
- Ability to work effectively across infrastructure and security teams.
