POSITION TITLE: Logistics Officer 

COUNTRY PROGRAM: Rwanda  

LOCATION: Alight Country Office, Kigali 

RESPONSIBLE TO: Logistics & Operations Coordinator 

STATUS: Full-Time 

SUPERVISORY CAPACITY: Logistics assistant, transport facilitator, and drivers. DATE: September 2026 

COUNTRY PROGRAM MISSION:  

ALIGHT works with its partners and constituencies to provide opportunities and expertise to  refugees, displaced people and host communities – to better survive conflicts and crises, and  to rebuild lives of dignity, health, security and self-sufficiency. ALIGHT presently works in  and with partners in seventeen countries globally. ALIGHT has consistently operated in  Rwanda since the year 1994. Today has a strong and committed team of over eight hundred  personnel who include full-time staff, community mobilizers and incentive workers– implementing programs in Primary Health Care, Reproductive Health, HIV and Nutrition;  also, Water, Sanitation and Hygiene, Shelter and general Infrastructure, Livelihoods/Economic  strengthening, and Sexual and Gender Based Violence Prevention/ Protection. Our work in  Rwanda currently covers all refugee locations and their host Rwandan communities. We are  always looking to expand and, jointly with our partners, deliver lasting impact with and for the  communities we serve! 

PRIMARY PURPOSE OF THE POSITION: 

The Logistics Officer is a key member of the operations team and provides technical support  for program implementation in accordance with Alight logistics regulations and Standard  Operating Procedures (SOPs). This position provides logistics support to Alight staff for program implementation. 

PRIMARY DUTIES & RESPONSIBILITIES  

Fleet Management: 60% 

  • General management of agency vehicle movement in co-operation with the Field  Operations staff. 
  • Ensure that all vehicles are safe and roadworthy. Ensure that all vehicles have proper  on-board vehicle documentation. 
  • Schedule vehicle movement as per movement plans to meet programmatic needs and  optimize operational efficiency. 
  • Oversee fuel consumption, purchase, and tracking, including coordination with gas  station(s) and UNHCR, if required. Timely replenish fuel stock. 
  • Make sure vehicles are clean and pleasant. 
  • Organize regular service schedules for vehicles. Maintain service schedule files. Ensure  major repairs are done promptly. 
  • Manage drivers’ leave schedules, ensuring smooth operation of the fleet. • Coordinate with Human Resources to ensure proper tracking of drivers' HR files. • Ensure drivers are licensed and trained. Recommend hiring and disciplinary measures  for drivers. 
  • Coordinate with the security department to ensure safety and security protocols related  to vehicles and road travel 
  • Tracking the vehicle insurance, annual road taxes and other recurrent fee and timely  initiation payment requests. 
  • Ensure security measures for vehicles such as parking, storage of keys, emergency  supplies, etc. 
  • Ensure that security incident/road accident reports are completed and filed (if related to  vehicles). 
  • Perform any other duties assigned by the supervisor. 

Assets Management: 20% 

  • Responsible for management and timely maintenance of Alight equipment, e.g., Air  Conditioners, Generators.  
  • Regularly update asset register with changes and new acquisitions. The asset register  should be accurate and complete; 
  • Responsible for coordinating with the procurement and finance office in identifying  all details of assets such as purchase price, ledger reference, PRF, PO, and GRN  numbers, etc.  
  • Responsible for the timely preparation of documentation of any movement of assets  on standard formats; 
  • Schedules and conducts physical count of assets in different locations, projects, and  sites; 
  • Provides a quarterly physical count/check where all assets are located and their status  confirmed; coordinates with the logistics responsible teams for tracking assets in other  offices to ensure the locations and status of the assets that have moved between the  offices;  
  • Update the electronic database monthly and provide an electronic copy to the  supervisor and Country Operations Manager; A hard copy is printed, signed, and filed  in the assets folder; 
  • Advise colleagues on Alight asset and equipment use guidelines.  
  • Ensure all lost, damaged, sold, and stolen (or other) items are properly reported using  the Alight Incident Report (InRep) form and recorded with an approved Disposal of  Assets form. Ensure any necessary supplementary documentation is completed;  Advise supervisor on any broken, damaged, or destroyed equipment; 
  • Assist and coordinate project staff on asset inventory issues. Assist in providing end of-project reports on asset inventory and equipment list locations and status; 

Warehouse Management: 20% 

  • Follow the Alight Warehouse Policy and Procedures Guidelines and supervise the  Warehouse Assistant. 
  • Ensure the timely delivery of supplies to respective Projects with the coordination of  procurement and program departments and fleet team. 
  • Has a full understanding of Alight warehouse policies and formats. Assists, as needed, in training staff in these policies and forms; 
  • Ensures that the warehouse assistant maintains warehouse files for Goods Received  Notes, Waybills, Stock Release Forms, and damage/breakage 
  • Coordinate with program team and suppliers in the receiving and inspection of goods  – issues GRNs.
  • Receive the goods as per the description on the purchase order/request. Inspect goods upon delivery and reject inadequate, broken, lower quality, and other items not  meeting the requirements of the order; 
  • Prepare report of monthly stocks, end of grant stocks, fiscal year physical counts and  other physical counts, as instructed by supervisor. 
  • Ensure that the warehouse always has proper stock management documentation, and  display bin cards on each item in the warehouse; 
  • Maintain physical and electronic copies of stock, as per formats and forms provided  in the Warehouse Manual; 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED: 

  • Bachelor’s degree in Logistics Management, Operations Management, Business  Administration, Supply Chain Management, Humanitarian Logistics, or other related  field required, with additional relevant work experience 
  • Professional certifications such as CIPS, CPP, CSCP preferred 
  • Demonstrated continuous education and specialized training in procurement and logistics  management 
  • Minimum 3 years’ experience in key positions in Operations, Logistics, or Supply Chain  with experience working in humanitarian or development INGO preferred • Demonstrated ability and technical skills in supply chain and asset management • Proven skills and knowledge in the design and use of Logistics Information Management  Systems (LIMS) 
  • Knowledge of donors’ procurement policies (US Gov, UN, ECHO, GIZ, etc.) • Computer literacy skills with Microsoft application packages 
  • Experience coordinating with suppliers  
  • Experience supervising staff desired
